외국인 노동자 300만 시대, 인구 감소에 대응하는 新경제 전략

실제로 2023년 5월 기준 국내 장기 체류 외국인은 143만 명으로 역대 최대 규모를 기록했습니다. 외국인 취업자 수 역시 92만 3천 명에 달합니다. 정부는 고용 허가제를 개선하고 허용 업종을 확대하는 등 외국인 노동자 유치에 적극적입니다.

그러나 외국인 노동자 증가는 단순히 노동력 부족 해소에 그치지 않습니다. 다문화 사회로의 전환, 내국인과의 갈등, 사회 통합 등 다양한 과제를 안고 있죠. 이에 정부는 '외국인 정책'에서 '이민 정책'으로 패러다임을 전환하고, 이주민을 포용하는 정책을 펼치고 있습니다.

앞으로 외국인 인력 수요는 더욱 커질 것입니다. 단순 인력 활용을 넘어 전문 인재 유치, 지방정부와의 협력 강화 등이 필요한 시점입니다. 외국인을 동등한 사회 구성원으로 인정하고 다양성을 존중하는 인식 개선도 뒤따라야 할 것입니다. 인구 감소라는 위기를 기회로 만드는 지혜가 필요한 때입니다.

The Era of 3 Million Foreign Workers: A New Economic Strategy to Address Population Decline

Korea has already entered an era of population decline due to severe low birth rates and an aging society. As a result, the reality of "Shrink Economics" is unfolding, including the collapse of local economies and the contraction of the domestic market. To overcome this crisis, the government and companies are focusing on expanding the employment of foreign workers as a solution.

In fact, as of May 2023, the number of long-term foreign residents in Korea reached a record high of 1.43 million. The number of foreign employees also amounts to 923,000. The government is actively attracting foreign workers by improving the employment permit system and expanding the allowed industries.

However, the increase in foreign workers is not just about resolving labor shortages. It also involves various challenges such as the transition to a multicultural society, conflicts with domestic workers, and social integration. In response, the government is shifting its paradigm from "foreign policy" to "immigration policy" and implementing policies that embrace immigrants.

The demand for foreign manpower will only grow in the future. It is time to go beyond simply utilizing simple labor and focus on attracting professional talent and strengthening cooperation with local governments. It is also necessary to improve awareness by recognizing foreigners as equal members of society and respecting diversity. We need the wisdom to turn the crisis of population decline into an opportunity.
